A ₹10,000 crore Fund of Funds making commitments into SEBI‑registered Alternative Investment Funds (AIFs), which then invest in DPIIT‑recognized startups. It aims to expand risk capital availability for deep‑tech, early growth, and sector/stage‑agnostic AIFs. FoF 2.0 succeeds the original Fund of Funds for Startups (FFS 1.0), under which SIDBI committed capital to roughly 162 AIFs that went on to deploy about ₹25,548 crore into over 1,370 startups by December 2025 — the new ₹10,000 crore corpus is being committed across the 16th and 17th Finance Commission cycles, with SIDBI as lead implementation agency alongside a second agency to be selected. Participating AIFs are contractually required to invest at least twice the capital they receive from the government into DPIIT-recognized startups, with priority given to deep-tech, early-growth and manufacturing-focused funds.
